Human Resources Manager (OUCRU Indonesia)

In conducting its work in Indonesia, OUCRU Indonesia is assisted by the Alliance for Emerging and Re-emerging Disease Threats in Asia Foundation (ALERTAsia), a local foundation assisting in research grant management and capacity building for local researchers.

Through ALERTAsia, we are seeking a qualified and experienced Human Resources Manager to establish and lead a comprehensive staff management function for a workforce of approximately 120 people. Responsibilities include screening, recruiting, interviewing, onboarding, and managing the exit interview and contract closure process. The Manager will guide new employees through the benefits, compensation, and settlement procedures during contract discontinuation. Additionally, they will develop a staffing plan in collaboration with relevant Leaders and Managers.   

This position will report to the OUCRU Indonesia Director to ensure the maximum impact of human resources management and seamless coordination of this critical function across the Program. The worksite is the Faculty of Medicine Universitas Indonesia campus in Salemba, Central Jakarta.

Responsibilities:

  • Develop and implement efficient HR management systems.
  • Develop all HR policies and procedures in accordance with OUCRU policies, including a system of uniform grading, salary scales, pay raises, and promotions.
  • Direct recruitment activities by preparing direct selection memos, job descriptions, posting ads, and managing the hiring process in collaboration with designated line supervisors and the HR contractor.
  • Create and implement effective onboarding procedures.
  • Supervise training and development programs and the Training Officer.
  • Lead and implement performance assessment management processes.
  • Oversee and support the management of disciplinary and grievance issues, escalating to the HR Contractor if relevant and formal documentation is needed due to disciplinary actions.
  • Maintain employee records (annual, health, and maternity leave; health insurance; performance evaluations; education, training, and certifications; etc.) according to policy and legal requirements and in collaboration with the HR Contractor.
  • Review employment and working conditions to ensure legal compliance.
  • Lead efforts in creating an equal opportunity and just work environment free of harassment, bullying, and discrimination.

Job Requirements:

  • Bachelor’s degree in Management, Psychology, Law, or related fields with a minimum of 3 years of experience.
  • Fluency in spoken and written English and Bahasa Indonesia.

Essential Criteria:

  • Proven experience as a Human Resources Manager, administrator, or other senior HR position.
  • Knowledge of a range of Human Resources functions (pay & benefits, recruitment, training & development, etc.).
  • Understanding of labor laws and disciplinary procedures.
  • Proven ability to build successful relationships with people at all levels.
  • Fluency in spoken and written English and Bahasa Indonesia.
  • Relevant academic qualifications or extensive direct experience.

Desirable Criteria:

  • Certified experience in a leading HR role, overseeing at least 50 employees or a substantial portion of the total HR function.
  • Working knowledge of state-of-the-art HR and payroll software platforms.
  • Experience working in a multinational environment.
  • Availability for periodic international travel.

Remuneration and Benefits:

  • The selected candidate will initially receive a 12-month contract with the possibility of a contract extension.
  • We offer a monthly salary within the range of IDR 22.000.000 – 30.000.000, commensurate with skills and experience.
